An "Access Forbidden" error is displayed on Snow License Manager (SLM) login page on SLM 9.16

Snow License Manager (SLM) 9.16
In this instance the cause was that IP Address and Domain restrictions were enabled and the maximum number of requests was set to very low number (in this example this was set to 4).
To resolve the error we were able to disable this setting.
After making the change the pages were now loading correctly on the SLM server:
However it was still not loading on local SLM users machine, for that the recommendation is to remove the IP and Domain restrictions Role from the Server
