No. The problem here is you need a new job to revisit the license file list. When using a single job, after a server is found that can provide a successful checkout of a license, all subsequent checkouts for that job will only be searched for on that single server; This is a limitation to using a license file list.
When using multiple jobs, every new job will revisit the license file list to search for an available license instead of sticking with the same server from the first checkout.
