Summary

When chained packages are excluded from build using release flags, the custom action associated with installing chained packages still gets included in the build and gets executed at install time

Symptoms

When chained packages are excluded from build using release flags, the custom action associated with installing chained packages still gets included in the build and gets executed at install time. This causes the install to fail as the chained package is not a part of the installation package.

Cause

Custom actions are not aware of release flags so excluding the chained package using release flags will not exclude the associated custom actions.

Resolution

This issue has been submitted as a bug and is pending review from our Engineering team. The issue is being tracked under issue #IOJ-1623447.
