When editing a custom action through the Custom Action Wizard, if the action has been sequenced as the first action in the UI sequence, it shows up as absent from the sequence in the wizard. This does not occur if the custom action is not sequenced as the first action nor does it occur if it is sequenced as the first action of the Execute sequence instead. If the action is not added to the UI sequence again in the wizard it is removed from the UI sequence when the wizard completes.Cause

Steps To Reproduce
Steps to Reproduce:
- Create a new Basic MSI project.
- Add a custom action and sequence it as the first action in the UI sequence and the first action in the Execute sequence.
- Right click the custom action and choose Custom Action Wizard...
- Click the next button until the Insert into Sequence dialog is reached.
Resolution
