Summary

Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run.

Symptoms

The MSI log may contain a line like:

Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run.
It may also occur after an "Action start" referencing a custom action.

Cause

This can be due to a Custom Action that calls a DLL missing some dependencies on the system.
Many times a development system contains dependent DLL's and if they are not installed with the package, the custom action may fail on different target systems.
If the custom action is executing correctly on a development machine but not a separate machine, then this is likely the cause.

Resolution

The dependent DLL's must be identified, added to the project and installed to the correct location.
