Technically, you don't need a back-office server, but not using one wouldn't be very practical from a production standpoint. I'd only suggest it for testing purposes.

To run a license server, you need to be able to load licenses into it. In a production environment, that would typically involve a back-office server (such as FlexNet Operations). In a testing environment, you could just use capresponseutil to generate your capresponse.bin file for upload into the server. For more information, look for the key word "Capability Response Utility" in the FlexNet Embedded License Server Producer Guide for whichever version you're using.

NOTE: Desired features have to be set in the code of the capability request example. Otherwise, how would the server know what to serve to the client? The client has to explicitly ask for the feature, version, and count via the FlxCapabilityRequestAddDesiredFeature API. Search the documentation and capability request example for "desired feature" for more information.
