Answer
When the client requests, from the license server, user info of a feature; the server returns this information through its feature list.
This feature list has many fields of information associated with it, one of them is populated with details on who has the feature's licenses checked out. So, the vendor daemon searches its feature list for the requested feature and sends the corresponding user list information back to the client application that has called lc_userlist().
