IsInstallMode will help detect a suite installer running in maintenance mode - however it can not be used to detect an upgrade.
To detect a suite upgrade the "Suite Installed" condition must be used. Alternatively to identify if a particular package in the suite was upgrading an "MSI Upgrade" condition would work for an MSI package, otherwise a "Registry Comparison' condition could be used to detect a none windows installer package.
