The Code Execution Cannot Proceed Because mfc140u.dll Was Not Found

Symptoms

InstallShield or AdminStudio fails to open and the following message is presented:
"The code execution cannot proceed because mfc140u.dll was not found. Reinstalling the program may fix this problem."

Cause

mfc140u.dll is part of the Microsoft Visual C++ 2015 redistributable that is included with the InstallShield installer and may not have installed successfully during the initial installation.

InstallShield uses the x86 version of this redistributable.
