This does not affect Windows 8 where this option works correctly.
Discussion
With the introduction of Windows 8.1 Microsoft have made changes to the customisation abilities of the start screen. One of these changes is preventing developers from placing shortcuts on it during install time, therefore giving full power to the user as to how the startscreen will look without it being changed after installing applications.
All applications installed will appear on the "All Apps" screen, shortcuts for these applications can still be created on the startscreen however this is a personal choice performed by the user.
The user decides where to place the shortcut and what size the tile should be to fit with their startscreen look.
