Action is required in the Sequence table.Symptoms
When validating an MSI package, the following error occurs:
- ICE27 Error Action: [1] is required in the [2] Sequence table.
or
- ICE27 Error Action: [1] is prohibited in the [2] Sequence table.
[1] is a placeholder for the name of the missing or prohibited standard action.
[2] is a placeholder for the name of the sequence from which the action is missing or prohibited.
Cause
The ICE27 custom action validates the following:
- AdvtExecuteSequence
- AdminUISequence
- AdminExecuteSequence
- InstallUISequence
- InstallExecuteSequence
- There is an action in one of the sequence tables that is either not a standard action, not listed in the CustomAction table, or not listed in the Dialog table.
- There is an action in one of the sequence tables that is sequenced before an action it depends on.
- An action is not located in its restricted section. The following are the restricted sections:
Note: Not every sequence table has every section.
- Search: This section includes actions that search for existing applications and spans from the beginning of the sequence to CostInitialize.
Ex. AppSearch and CCPSearch
- Costing: This section includes actions that do file costing and spans from CostInitialize to CostFinalize.
Ex. FileCost
- Selection: This section includes actions that set folders or feature states and spans from CostFinalize to InstallValidate.
Ex. SetODBCFolders
- Execution: This section includes Script actions that span from InstallValidate to InstallFinalize.
Ex. such as Registration, Publication, Installation (where you copy files).
- PostExecution: This section includes any postexecution action and spans from InstallFinalize to the end of the sequence.
Ex. RemoveExistingProducts.
- Search: This section includes actions that search for existing applications and spans from the beginning of the sequence to CostInitialize.

With the release of Service Pack 1 for InstallShield 2010, the standard Microsoft Windows Installer 5.0 actions are automatically added to the install sequences (including the MsiConfigureServices action) in the Custom Action and Sequences view. Because these new standard actions are defined with a condition of "VersionMsi >= "5.00"", there is nothing you need to do, except ignore the condition raised on the new standard actions.
Resolution
- Remove the action from the Sequence table.
- Open the InstallShield project file (.ism).
- Select the Direct Editor view.
- Within the Direct Editor, select the sequence table that was displayed in the error message.
- Find the action that was displayed in the error message in the Action column of the selected sequence table.
- Right-click the entry and select Drop Row.
- Build the package.
- Move the action to a point in the sequence such that the action no longer violates its sequence restrictions.
- Open the InstallShield project file (.ism).
- Select the Sequences view.
- Select one of the following sequences according to what was displayed in the warning message.
- Installation
- Execute (InstallExecuteSequence)
- Advertisement
- Execute (AdvtExecuteSequence)
- Administration
- Execute (AdminExecuteSequence).

- Find the action that was displayed in the error message in the sequence.
- Look in the Windows Installer Help Library for information on the action displayed in the error message for sequence restriction information, i.e., MoveFiles Action.
- Right-click the action and choose the Move Up or Move Down items from the menu options until the action is sequenced correctly.
- Build the package.
- Move the action to its restricted section.
- Open the InstallShield project file (.ism).
- Select the Sequences view.
- Select one of the following sequences according to what was displayed in the warning message.
- Installation
- Execute (InstallExecuteSequence)
- Advertisement
- Execute (AdvtExecuteSequence)
- Administration
- Execute (AdminExecuteSequence).

- Find the action that was displayed in the error message in the sequence.
- Look in the Windows Installer Help Library for information on the action displayed in the error message for sequence restriction information, i.e., MoveFiles Action. For suggested sequences, see the Windows Installer Help Library topic Using a Sequence Table.
- Right-click the action and choose the Move Up or Move Down items from the menu options until the action is sequenced correctly.

Build the package.

If you do not want the ICE27 error raised anymore, please implement one of the following options:
1) Install Windows Installer 5.0 on the development machine. Msiexec.exe versions 5.0 run during validation will recognized the new standard actions.
2) Remove the action from the sequence. Only use this option if you know your installation package will never be installed on a target system using Microsoft Windows Installer 5.0
3) Turn off the ICE27 validation. Using this option will prevent the validation from finding other valid sequence errors. The validation should be turned off only after running with the ICE27 validation turned on and verifying there are no other actions that raise ICE27.
The validation can be turned on/off by checking/unchecking the ICE27 validation using the "Customize Validation Settings" dialog. This dialog is accessible by going to the InstallShield Tools->Options menu, selecting the "Validation" tab can clicking the "Customize..." button. The ICE27 validation is contained in the "Full MSI Validation" and all the "Windows..." validation suites".
