Summary
XML File Changes fails to update an XML file located on a UNC Path (i.e., \\server\folder\abc.xml).Symptoms
Sometimes, XML File Changes fails to update an XML file located on a UNC Path (i.e., \\server\folder\abc.xml). The install log shows the XML File Changes Custom Action returning error "Access is Denied". This can happen even if the install successfully installs the file to the UNC path.
Cause
By design, Microsoft Windows Installer runs install actions in either 'User Context' or 'System Context'. When a Custom Action is created, it must be defined to run in one of these contexts. By default, InstallShield's ISXMLInstall Custom Action performing the XML Files Changes is defined to run in 'System Context'. In order to successfully modify an XML File located on a shared network location, the Custom Action must be run in 'User Context'.Resolution
To resolve the issue, change the 'In-Script Execution' value of the ISXmlInstall Custom Action:

Using InstallShield, open the install project, and select the 'Installation Designer' tab.

In the left pane, go to the 'Behavior and Logic'->'Custom Actions And Sequences' view

In the middle pane, expand the 'Custom Actions' node, and click on the Custom Action named 'ISXMLInstall'

In the right pane, click on the far right of the 'In-Script Execution' row and use the drop down menu to change the value from 'Deferred Mode In System Context' to 'Deferred Execution'.

Rebuild the project
