Possible to expose the ALLUSERS Radio buttons in LE

Is it possible to expose the ALLUSERS selection on the Customer Information dialog in LE?

I found a doc about 2010 but LE is obviously different:

The Show All Users Option setting is available for InstallShield Express, but not LE. This setting is displayed when you click the Dialogs explorer in the Dialogs view.
