Is there any way to create a normal desktop (non-advertised) shortcut?

I am using Installshield Express 2016. When I add a shortcut, it always appears as a shortcut with the two blue arrows. If I choose a standard shortcut (not the advertised selection), it creates an advertised shortcut anyway. Is there any way to create a standard desktop shortcut? I have seen this question asked many times searching the forums, but I have never seen an answer.

I tried deleting the icon from my Installshield Express project and adding a normal icon (non-advertised) icon, but now the icon does not launch the application even though it is pointed to the correct location for the executable. There is no error message.
