How customizable are the bootstrapper screens using InstallShield 2010?

Can I change text within the bootstrapper screens?

Can I localize the text within the bootstrapper screens?

Can I edit the size of controls within the bootstrapper screens?

Can I change the title bar text?

For customizing the bootstrapper screens, did anything change between IS 12.0 and the new IS 2010?

If so, is there a list of the changes to the bootstrapper features anywhere so that I can decide if I might want to buy an upgrade

I don't believe there are any significant changes of the type you're looking for between IS12 and IS2010. You can certainly replace text using the same mechanism that supports language localization (yes, you can localize setup.exe's strings when using InstallShield Premier) - see the 0x0409.ini and related files in the Support subfolder of InstallShield, but beyond that, the customization options are pretty limited.
