Application usage is after the last login date. The "logged in" date should be the same as "last used". Note that "Last used" has a later time-stamp then "Logged in":

Resolution
This is normal behavior from the application.
If you login into a computer, at what point will the application be used/started? It happens after the login.
If you login after a restart , that will trigger the "last logged in" time-stamp.
If the user then locks the computer, without doing a proper logout/sign out, the user will still be logged in, but the account is locked.
Let it pass a few days ( say over the weekend)you log in on the locked computer and then use the application, the application will get an update on "last used" time-stamp, but the "logged in" time-stamp will still be when the user properly logged in the first time.
So in conclusion, "Logged in" time-stamp can be older then the the "Last used" of application, depending on how the user log in/out, Lock their computer.
