This error may occur even if the Product Configuration 'Default Configuration' exists in the project.

Cause

This issue can occur with migrated InstallShield projects when used in conjunction with Visual Studio.

Resolution

This issue can be resolved by going to Programs and Features and repairing InstallShield.
