Single App is complex because this is "Whatever Product from the Adobe Creative Suite", but one product consumes the entitlement... so, it is impossible to manage this use case like the Creative Cloud Complete license with a bundle (otherwise, somebody with 3 single app entitlement (one for illustrator, one for Acrobat and one for Dreamweaver) would consume only one entitlement, which is wrong).

Here is the only way I have found to manage single apps licenses (that will be a topic for a community post)

• Download the "License Status Report" under Users in Adobe Admin Console (AAC) or set up a PowerShell Adapter, like described in: https://community.flexera.com/s/FlexNet-Manager-Knowledge-Base/Adobe-Subscriptions-Optimization-Report-amp-Adobe-Portal-Users/ta-p/195352
• Create the standalone licenses covered by the stand alone entitlements
• Create the Creative Cloud Suite license
• Create a single app license that will count nothing but will be linked to a purchase order
• Create One Single App – Product XX license that will not be linked to a purchase but will cover and count the users associated to single app / Product XX
• Allocate the users:
  • Stand alone to stand alone
  • CC Complete to CC Complete
  • Each "Single App User" to his declared stand alone license (that's the "Product Profile Name" column in the "License Status Report")

     

As a result, you will get something like in the screenshot below that will reflect correctly your Adobe licensing situation.
