FlexNet Operations entities such as entitlements, products, suites, feature bundles, line items can be modified in the deployed state or without changing them to draft. This is controlled by the FNO settings present under "System"-->"config"-->"FlexNet Operations"-->"Allow Editing of Deployed Entities".
By default, this setting is disabled to avoid any unintentional changes or manual mistakes in deployed entities as those entities might be used in some active licenses. To do any changes in them in the deployed state, the above setting must be checked.
