1. Open your Start Menu and type regedit.exe
2. Once the Registry Editor has opened, navigate to HKEY_CURRENT_USER\Software\InstallShield\23.0 - This number will differ for different versions of InstallShield/AdminStudio
3. Change the value of the OfflineTransactionPending key to 0 then close Regedit
4. Open your application and you should now be able to activate your licence via the online method
