Summary
A specific scenario existed where the license consumption model chosen is the full-capacity option, when sub-capacity is the optimized option. This article explains the server configuration when this can occur.Symptoms
When choosing to use FlexNet Manager Suite data for sub-capacity reporting, sub-capacity consumption calculations are not performed when one or more virtual machines exist on a host that have not been inventoried by an IBM approved technology, when those virtual machines would not consume against a sub-capacity license.
Cause
When the sub-capacity license calculation has been chosen for a host, an IBM-approved inventory tool is required on all virtual machines where IBM software has been installed. Prior to the release of FlexNet Manager Suite 2016 R1, in this configuration when FlexNet Manager Suite identifies a virtual machine inventoried by a non-approved tool without an application installed that would cause consumption on the license, it incorrectly reverts to full-capacity licensing calculations. Please note that this behavior is correctly applied when IBM software is installed on any virtual machine that does not use an IBM-approved inventory tool.
Use of FlexNet Manager Suite 2015 R1 or later to determine a license position on IBM software, is currently accepted by IBM for sub-capacity reporting only when FlexNet Manager Suite is installed, configured and maintained correctly, and is conditioned on FlexNet Manager Suite maintaining functional equivalence to ILMT. Please refer to the on-line help section: Discovery and Inventory / Inventory Settings Page / IBM requirements for subcapacity licensing for further information on these requirements.
Resolution
Inventory from all virtual machines is analyzed for the installation of IBM software; regardless of inventory tool installed. When a virtual machine is discovered that does not have IBM software installed, the absence of an IBM-approved inventory tool will not affect the license consumption calculation method chosen:Expectation: Sub-capacity calculation used

FlexNet Manager Suite On-Demand was updated on June 17th, 2016 to address this issue.
FlexNet Manager Suite On-Premise includes this fix in the release FlexNet Manager Suite 2016 R1
Workaround
For On-Premises release 2015 R2 SP5 and earlier, there are two corrective actions that can be taken:- Use of an IBM-approved inventory tool on all virtual machines for each affected host.
- Checking the ?Allow sub-capacity licensing for sources other than approved IBM tools and FlexNet Manager Suite? checkbox will enable the sub-capacity license calculation. Note that IBM may not allow other inventory sources for license audit purposes.
