Reason for Draft entitlement disappearance could be

No Line items being  present under the specified entitlement. 

View Entitlements ->  Line Items -> orders will be listed here if present .

 

Solution:

Add Line items to the entitlements ( Edit this entitlement ->  Under Line Items -> Add Catalog Item ID ->  Save) , so that entitlement is present even if the entitlement is moved to draft state.
