It is highly encouraged that our Global Consulting Services group assist with upgrading from FlexNet Operations 11.5 to 12.9, as it will not be a trivial move. To illustrate, here are the suggested steps to take for the best chance of a successful upgrade:

1. Upgrade to v12.0 and fully patch it (install the last patch for that version).
2. Upgrade to v12.5 and fully patch it (install the last patch for that version).
3. Upgrade to v12.7 and fully patch it (install the last patch for that version).
4. Upgrade to v12.8 and fully patch it (install the last patch for that version).
5. FNO v12.8 changed over to Java 1.6, so you'd need to recompile any customizations.
6. Upgrade to v12.9.

Please note, you should fully test everything after each upgrade before continuing to the next step. This is why it is suggested that GCS be engaged.
