32-bit FNP kit and lmadmin Support

Title

After the FlexNet Publisher 2023 R3 release , the 32 bit FlexNet Publisher will no longer be supported as mentioned in the release notes of 11.19.1.
The Windows version of lmadmin has also been upgraded to VS 2019. On Windows, only 64-bit lmadmin will be available from now onwards.
We will give 32-bit Windows support only on Visual Studio 2013 .
We continue to support 32-bit Windows until Visual Studio 2013 reaches its EOL .
We are not supporting 32-bit lmadmin kit.
lmadmin 64 bit will continue to work with earlier 32 bit versions of FNP enabled clients
As per our EOL policies - there will be limited support for lmadmin 32 bit for coming 3 years i.e 2025
