Resolution

After setting up an MS project for the servercomptranutil and running a debugging session we recognized that the FIL-test which was created during the manual license activation test caused the problem.

Following the test-description in the documentation on Chapter 3, "Testing Production Licensing Tooling with License in Trusted Storage" results in a server-side trusted storage container which malfunctioned when using servercomptranutil.exe or serveractutil.exe

Resetting the Server-side Trusted Storage (tsreset_svr -reset) resolved the issue.
