Symptoms

The following FlexNet Operations On-Premises error has been observed when performing a data transformation for Flexnet Operations reporting:

The INSERT statement conflicted with the FOREIGN KEY constraint "FK_E_ACT".

Cause

Through testing it has been seen that the issue occurs when a product is in draft state and is not being pushed into the PRODUCT_DIMENSION table but is being pushed into the ENTITLEMENT_FACT table. This causes a conflict in Foreign keys in the reporting database and causes the transformation to fail.

Resolution

To resolve the issue, locate the draft product that is associated with a test entitlement and set it to deployed. This will allow the transformation to proceed.
