Symptoms

Running an installer which may be a major upgrade indicates:

MSI (s) (AA!AA) [11:11:11:101]: Note: 1: 2203 2: C:\Windows\Installer\YOUR MSI.msi 3: -2147287038 
MSI (s) (AA!AA) [11:11:11:102]: Note: 1: 1316 2: C:\Windows\Installer\YOUR MSI.msi 
MSI (s) (AA!AA) [11:11:11:102]: SECREPAIR: Error determining package source type 
MSI (s) (AA!AA) [11:11:11:102]: SECUREREPAIR: SecureRepair Failed. Error code: 524F1AD34B8

Cause

(1) 2203

2203 means "Database: [2]. Cannot open database file. System error [3]" and -2147287038 = File not found.

2203 can also be known as: %1 could not be found | 0x80030002.

(2) 1316

1316 error may be due to previous uninstall problems especially on test machines or specific machines that may have your product installed and uninstalled many times.

Resolution

1. Put the file "YOUR MSI.msi" in the directory "C:\Windows\Installer\" and try the installer again.
   
   
2. Disable antivirus software. If the install/uninstall works with antivirus disabled re-enable the antivirus after the installer is complete.
   
   
3. The 1316 error may be due to previous uninstall problems especially on test machines that may have your product installed and uninstalled many times. In the event there was a failed uninstall on the client some remnant data (ie garbage reg entries) may be interfering. Try renaming the sub-key referencing your MSI package that remains or exists under HKLM\SOFTWARE\CLASSES\INSTALLER\PRODUCTS.
