Silently Installing Flexera Analytics via InstallCognos.ps1 fails with the following error:

Answer
IIS Application Request Routing (ARR 3) is required to install Cognos Analytics.Please launch Microsoft Web Platform Installer 5.0 at https://www.microsoft.com/web/downloads/platform.aspx to download and install Application Request Routing 3.0.
