Including the SQL Server Express as a setup prerequisite in your install on a target machine that has a version of Windows Installer that is lower than 3.1 and/or .NET 2.0 or later is not installed and the install of SQL Server Express will fail.

This is expected behavior for the SQL Server Express prerequisite. The software requirements for SQL Server Express are that Windows Installer 3.1 or newer and .NET 2.0 or newer has to be installed on the target system before the install for SQL Server Express starts.
