Symptoms:

The license server fails to start with error corresponding "exited with status 53 (this status is reserved but will never be generated)"

Diagnosis:

This error is generally seen when the corresponding Visual Studio runtime dependencies (libraries) are not installed on the system.

Solution:

For safer side, kindly try with installing the VC2013 C++ redistributable libraries along with VC 2015 C++ redistributable libraries on the test system.

Match the VCXXX C++ redistributable libraries with the version of Visual studio installed on your test systems.
