'Borrow' is not supported in Java for the following reasons:

From the Trusted Storage side, there are significant security implications if 'Borrow' is supported in the Java API. This is similar with the certificate side as well. We have no plans to support it in the future.
'Borrow' requires writing to the Windows registry and there are no Java APIs that will accomplish that.
The Java client is platform independent, but 'Borrow' is implemented with platform-specific file-based caches.
