Granted - This means that the management pack is available on the environment.
Agreed - This means that the user has agreed on using that management pack, and therefore we calculate license requirements.
The observation in this instance is that packs granted is empty for some records.
This is in fact working as expected and the below explanation gives more details:
The current implementation when it comes to Management Packs, is calculating license requirements based on the “Agreed“ flag.
If Agreed=True, then it requires a license. We do not take into consideration the usage of the same.
The description in this case, is mixing these terms up, and we need to make a distinction between Granted, Agreed and Used.
Granted - This means that the management pack is available on the environment.
Agreed - This means that the user has agreed on using that management pack, and therefore we calculate license requirements.
Used - This means that the given management pack is used, which we do not currently take into consideration.
Regarding Diagnostic and Tuning packs this behavior is controlled by the “control_management_pack_access“ database parameter. Any value different from NONE will mean that either the Diagnostic or Tuning pack are “Agreed”. This are the possible combinations for the “control_management_pack_access“ parameter:
NONE - Neither Diagnostic nor Tuning pack are “Agreed“ to be used.
DIAGNOSTIC - The Diagnostic Pack is “Agreed” to be used.
DIAGNOSTIC+TUNING - Both Diagnostic and Tuning packs are “Agreed” to be used.
