Unfortunately there is no way to rotate the debug log in the User Interface.
However, there is an alternative: If you open the command line, you can use the command 'lmswitch' (see below for example). This command is described in the License Administration Guide.
This command switches the the debug log file written by a particular vendor daemon.
This is done by closing the existing debug log for that daemon, then starting a new debug log, with a new file name. Although doing this will separate your debug logs, since by default debug logs are written to the same debug file. This means it can be used to keep separate log files, for separate vendor daemons and control log and log file sizes.
Example:
lmswitch [-c license_file_list] vendor new_debug_log
NOTE: It is recommended you backup your logs before this is done.
