Error causing some string identifiers to be displayed rather than their actual translated string.

Symptoms

After adding supported languages to InstallShield 2016, some localized strings get replaced by their String IDs.

Cause

There is a bug in InstallShield 2016 that is causing some String IDs to be displayed rather than the localized strings themselves.

Steps To Reproduce

One example of this issue can be reproduced with the following steps:

1. Create a Basic MSI project
2. Add Dutch to the Setup Languages
3. Build a release for the Dutch language
4. Launch the installer
5. Proceed to the License Agreement dialog
6. Notice the License Agreement radio buttons show the following String IDs instead of the translated strings:
   • ##IDS__AgreeToLicense_1##
   • ##IDS__AgreeToLicense_0##

Resolution

1. Backup the ISWIBuild.dll file at C:\Program Files (x86)\InstallShield\2016\System\
2. Extract the new ISWIBuild.dll from the ISWIBuild.zip file attached below to the same location
3. Restart InstallShield and rebuild

The download of InstallShield 2016 and the Prerequisite installer was updated on 8/29/2016 to include this hotfix. The updated version number for ISWIBuild.dll is 23.0.0.290.
