The C++2015 and 2017 prq files should be included with InstallShield by default, accessible in Application Data > Redistributables view.
Its possible that these have been deleted manually by accident from your machine.
Which versions of the prq files are you specifically looking for?

C++ 2015 Update 3 (x64)
C++ 2015 update 3 (x86)
C++ 2017 (x64)
C++ 2017 (x86)
You can download all the prerequisites that came with your InstallShield version from your Product and License Centre Account.
Entitlements > product List > InstallShield > click the version > select to download InstallShieldPrereqs.exe
