Error in InstallShield 2019 R3

We are using the InstallShield 2019 R3 in our project.

We are getting the below error.

Embedding file "C:\Tools\InstallShield 2019 R3 SAB\Redist\Language Independent\x64\ISBEW64.exe" into "Q:\sme\installers\xxx.dll"

ISDEV : error -7141: An unexpected error occurred embedding file C:\Tools\InstallShield 2019 R3 SAB\Redist\Language Independent\x64\ISBEW64.exe into Q:\sme\installers\xxx.dll

ISDEV : fatal error -5087: Stop at first error
